Earth is failing. Humanity's last, best hope lies on the newly discovered planet of Niwa. A mixed bag of national interests and corporations must find a balance between cooperation, greed and paranoia if they are to build a new home. Will you do your part? And will you keep the shareholders happy?

Designer's Comments

The game is written for 40 players, forming 8 teams: GB and Empire, Japan, USA, France, Italy, Netherlands, China and the press. The game handbook gives a detailed background to the naval and political issues that the conference struggled with

This game sprang from a club game at CLWG called Maintenance of Peace (a quote from the Versailles treaty). It started life as a first turn for that game, lasting 30 minutes. That soon became an hour and even then was completed with much more to discuss. Terry Martin's comment at the debrief was that there were two games waiting to be written: one being the Washington Conference. After that, it was just a case of doing the work.
