1861. Mexico is falling into civil war between a progressive President, reactionary land owners, and bandit-generals. The French have taken the opportunity to appoint their own Emperor of Mexico, Maximilian von Habsburg, and impose him on all parties. What could possibly go wrong?

Designer's Comments

Politics and war in 18th Centruy Europe.

This was mainly Bernie as I wasn’t well at the time. It had been 17 years since the last out of Dreams of Empire and fond memories of that game prompted us to take a new look at the subject for a complete re-design. So players had a variety of possible objectives, many but not all involving opposition to the French Revolution.
